This utility allows you to send large bit-rate WAV files as a single MMS. The program down-samples the wave file to the selected frequency then creates a blank MMS template with the down-sampled WAV file attached. Use the folder based interface to select the WAV file. The wave re-sampler C source is from 'ResampleWav' (c)2005 Xiao Wu
