This program is a picture effect program that allows you to create 'cartoon' images from pictures. This looks like the picture was a frame from cartoon. Use the built in file explorer to locate the image file and when you tap on the image the program will apply the cartoon effect and create a new image. The cartoon filter effect was written in C++ using Microsoft CoPilot.
