This is a AMR-WB voice recorder with a built in DirectX player. Select the folder to store your recordings and select 'Record' from the toolbar. The program will record your voice and when you tap the 'Stop' button convert the wave file to an AMR-WB audio file. When you tap on a AMR file the program will decompress it to wave and play in the built in Direct X player. The AMR encoder and decoder is from '3GPP AMR Floating-point Speech Codec'
