This utility is a Email based WAV down-sampler that allows you to select a WAV audio file and down-samples it and creates a blank email template with the new wave file attached to conserve data usage. Use the folder based interface to select the wave file and move the slider to select the re-sample frequency. The wave re-sampler is from 'ResampleWav' (c)2005 Xiao Wu
